A gruesome video that appears to show Afghan security forces torturing a detainee emerged on social media Wednesday, prompting the country's chief executive to vow the perpetrators would be punished.
It is unclear whether the detainee, who reports said was a suspected suicide bomber, survived the abuse.

Women arrested in the street by the police and shortly after beheaded on the spot: from Saudi Arabia to the ISIS mini-state.
But not yet in a special category of states where terror is also packaged as "sharia law": governments installed after NATO's military occupation.
This type of "justice" still has to be served with police playing either "innocent bystanders" or "participating in "extrajudicial killings".
Side note: in these countries, from Afghanistan to Iraq, NATO is still not only bombing civilians but actually setting new milestones for destruction, as illustrated by Tikrit, Iraq.

Nov 3, 2015 - The 30-second clip run in Afghan media shows a woman in a hole in the ground as turbaned men gather around and hurl stones at her with chilling nonchalance.
"Yes, the footage shown in the media is related to Rokhsahana, who was stoned to death," a spokesman for Ghor's Governor Seema Joyenda told AFP.
Joyenda condemned the stoning in Ghor, calling on Kabul to launch a military operation to rid the area of insurgents and other armed groups.
The killing took place about a week ago in a Taliban-controlled area just outside Firozkoh, the capital of central Ghor province, officials said, confirming the video which was sourced and released by international broadcaster Radio Free Europe/Radio Liberty.
